I noticed that the workload is only taking 50% of my CPU usage, is there a way to increase that amount, safely. Maybe while the computer is idle during off hours.

Do you use a CPU throttling programme?

If not you computer may be getting hot, P4's slow down so the don't overheat so it may be time to get some compressed air into you heat sink, either by you or a computer shop.

You are runing a HT enabled cpu so it will show 50% for both which means they are running at 100%
