Yeah, I'm receiving the same problem. Been like this for a while:

The problem with trying to give advice or "updates" to people is that every new person starts a brand new thread to ask exactly the same question as the last person. The original poster of this thread for example has asked more or less the same question in 4 different threads now. It is difficult to keep up.

In terms of the answers to the current issues:

Q. I can't upload any files. Is it just me or is something wrong with Rosetta?
A. Rosetta had a major server crash last week and there appear to be a lot of continuing problems. Lots of other users are having the same problems.

Q. I can't download anything. Is it just me or is something wrong with Rosetta?
A. Rosetta had a major server crash last week and there appear to be a lot of continuing problems. Lots of other users are having the same problems. Consider joining another BOINC project and doing work there until the Rosetta problems are resolved.

Q. I keep clicking "Update" in my BOINC manager but no uploads or downloads occur.
A. If your uploads and downloads aren't occurring on their own then using the "Upload" button will just get the same message. Also, as the servers are under strain at the moment, repeated attempts to update will just clog the system up even more. A final point is that if you repeatedly fail to upload correctly BOINC will decide not to try downloading new tasks for a while; that could be one of the reasons you aren't getting new work.

Q. Should I abort the work I can't upload?
A. It is best not to abort at the moment as the servers may recover enough to let you upload. Even if you miss the deadline your work is usually helpful to the Rosetta scientists and you should get credit for all valid work. Keep an eye on the threads in the Number Crunching forum to see if any official advice is issued by the Rosetta team.

Q. Has there been an official announcement of the current status?
A. Not since the 7th January message on the Home page.

Q. What can I do?
A. Be patient. Wait for the problems to be resolved or a further announcement from the Rosetta team. Alternatively, join another BOINC project for a while and do work for them until Rosetta is back to normal.
