I have five computers with similar CPUs running rosetta. I recently reformatted two of them, one of them required a reinstall of boinc and the other never had it. The computers I've had on for a while are hitting RAC of around 70 but the two newer ones are around 14 and 20 each. What can I do to increase those numbers?

It takes a while for the RAC to stabilize, usually 2 weeks to 2 months. If it hasn't recovered by that time let us know.
