BROWSER variable not being used

I have the following come up when I click on the "message boards" button:

execvp(epiphany, https://boinc.bakerlab.org/rosetta/forum_index.php) failed with error 2!

but $BROWSER does point to /usr/bin/firefox:

$ echo $BROWSER
/usr/bin/firefox
$ which firefox
/usr/bin/firefox
