I have my preferences set so that BOINC will only run when the computer is inactive. However, when I start using the computer, and BOINC suspends its activity, the computer runs slowly still as if BOINC were still running, and continues to run slowly even if I completely shut down BOINC. Perhaps there's some sort of preferences issue I need to change. Any help would be greatly appreciated.

The computer should not run slowly even if BOINC is running, you normally would not notice it. The reason is because it runs at a lower priority than normal programmes so can only use CPU cycles that are not in use.

Disable BOINC from starting, doe sit still run slowly. Wht are you doing when you see it run slowly ?

Sometimes it runs slowly, and sometimes not, but usually it does. Even if I suspend BOINC after it has been running, the computer will still run slowly.

By "running slowly" I mean that web pages lag/skip when I scroll through them. This is the major thing I notice.

Is that even if the computer did not start it BOINC running?
Did you start a a service or just the normal way.
I assume when you stop Boinc/Rosetta tere is no mention of Rosett***** or boinc** in the task manager
I would have to say something else is causing the problem, most likely AntiVirus scanning, Defragmentation in the background, Anti-Spy software, Google/WindowsLive desktop search or another background process (even just virtual memory re-arranging itself.)

You could get a program by www.sysinternals.com called ProcessViewer and by right clicking on the coloumn headings select to show process history and it will show a graph of CPU usage for each individual process. have a look at what is happeneing.
