The message comes up when the client contacts the server and the delay is to protect the server from a client flooding the server with requests. If you are not seeing any other messages in the event log detailing the contacts then go into > options > event log options, set an option on and the off again and save the values. This should reset the flags and get the messages flowing again. BOINC 7.16.5 has a bug where they haven’t enabled the default logging. The OP is running 7.16.5. Is there an option to disable those "Project requested delay of xx seconds" messages? I don't think so. It seems to be new default info with the latest version of the Boinc Manager.
