I have an optical network connection with several hundred megabytes of download speed per second. And yet I'm pulling down the rosetta instalation files with speeds under a single megabyte?

Are the project files not delivered in a distributed torrent like manner? Or is it pulling it from some ftp server on the other end of the earth?

What's up with that?

The downloads are all hosted by a pool of servers at University of Washington in Seattle. This method helps assure the integrity of the downloads, and utilizes the extensive bandwidth of the university.
