BOINC Manager can't connect to BOINC Client

I tried to connect to a local host but keep getting the following message: BOINC manager is not able to connect to a BOINC client. Would you like to try again? I an running BLOINC 5.2.13 under Windows XP Home SP2. I have a gui_rpc_auth.cfg file in my BOINC directory, But no matter what I try Computer-Name (M-03) or localhost, with and without password, it does not work. H E L P !!!
