Can we afford to host BOINC backend in AWS, GCP, or similar? That could provide more reliability to deliver WU's.

The use of the university network to serve all of the data to all of the volunteer hosts is available to all departments. Paying Amazon for every GB of data sent would stack up pretty quickly.

What probably are you trying to solve? When the Project Team has the human time required to handle more work units, more work units are sent. To my knowledge there is no present reliability issue in delivery of WUs. I believe you are asking about creation of WUs by the Project Team. Amazon EC2 isn't going to be able to do that.
