If you can get regular Android apps, you can download the BOINC client but Rosetta only supports Android on ARM processors; it seems that most (but not all) Chromebooks are x86. I think your best bet would be to boot into Linux from a USB stick and run BOINC that way, assuming they allow you to boot from external devices.
