I had the same 'transient HTTP error' issue for months and found that updating to BOINC 7.20.2 fixed it. Previously I was running 7.16.x Couldn't find a way to edit or remove a post after finding that I reported the wrong versions in my previous post. 4.20 should have been 7.20 etc..
